The year is 1978 and the story takes place in Portland, Oregon USA. This world is full of superhuman individuals who take up the mantle of hero or villain. This has made the world different from the world we know. In the early 1940’s, the allies were not making any headway against the Axis forces. Thanks to Germany and all of their advanced technology, they were struggling to make headway. They were struggling with making equal technology so they decided to look at their soldiers. What could they do to make them superior? That’s when human enhancement experimentation began. In the beginning there wasn’t much headway. Thousands of test subjects died or were left forever deformed or mutated. It wasn’t until 1943 when they finally had some success. The allies started sending in squads of soldiers with superhuman abilities. Soldiers with super strength, speed, water breathing, and super enhanced abilities were becoming commonplace. The axis forces returned in kind. They began their own human experimentation. They had no limit on test subjects and their results were disastrous. Axis forces had essentially created human bombs with enough force to level entire cities and they had released them all across Europe. To counter this, The allies used their most potent superhuman enhancement methods and put it into 5 test subjects. Only 1 survived. Thomas Thatcher. A Royal British Airmen. He was gifted with the ability to become, harness, and manipulate light on all spectrums. The war ended with the allied forces and Thatcher defeating the Axis forces at Berlin. The city was leveled from all of the destructive superhumans involved. It was a massive wake up call for the world. When the surrender of Axis forces occurred, a treaty was signed. It stated that nations will not use superhumans in a military capacity. They will stay limited to home defense and protection of civilians. They will be monitored closely by their respective governments. For years after the war, Superhuman experimentation continued. MAny individuals with super powers got registered with the government and became super heroes. Thomas Thatcher was the most famous one. He became the hero known as Guiding Light. He not only protected the United Kingdom but would be asked to come assist many other nations with superhuman related issues. There was an oversaturation of super human individuals in the world. There continued to be lives lost. Whether its from the experimentation itself or the use of super powers on others. It was discovered that most abilities had altered the individual's DNA and the abilities could be passed on to the next generation through reproduction. That was the deciding factor to end the enhanced superhuman experimentation. In 1967, the United Nations signed the Natural Evolution Accords. It bans the experimentation and augmentation of humans. No more superhumans being made in labs. The only way one receives super powers these days is by being the offspring of one or being the product of an illegal test. The UN created a task force that enforces these laws. —------------------------------------------------------ It is now 1978 and this story takes place in the city of Portland, Oregon. It is a gritty city big on industry and shipping. Primarily Blue Collar but going through an Urban Transition Boom. Its night life boasts bars, lounges, and music scenes. The city has its own superhero team called The Rose City Warriors. Their leader, The Rose, is a community leader. The story begins with a girl named sally waking up in an abandoned laboratory in the industrial section of Portland
